Tony founded ESPC in 1994 and is responsible for setting the strategic priorities and providing executive direction for the company’s diverse portfolio. Before establishing ESPC, Tony spent 18 years at Florida Power Corporation (now Duke Energy) as a mechanical engineer and manager of R&D in the new technology department. He also served as a Principal for the Clean Energy and Vehicle Program at the University of South Florida (USF).
Among Tony’s notable achievements are the design and operation of the first plant producing a liquid-solid fuel mixture, and the adaptation of a 400MW plant to successfully test this fuel. He partnered with USF to develop fast-charging battery systems for the Department of Defense, designed and installed what was then the largest solar PV installation in Florida, and oversaw the installation of the largest biomass gasification unit in the United States at the time. Additionally, Tony adapted a power plant to burn biogas and operated one of the first 29 fuel cell units for terrestrial applications, which was installed at Disney World.
Tony holds U.S. patents in hybrid fuels, heat pipes, desulfurization technology, and transformer cooling and waste heat utilization. He earned a Bachelor of Science degree in Mechanical Engineering from the University of Central Florida.

Melissa is responsible for the company’s overall growth and financial health as well as the company’s day-to-day operations, including the acquisition and execution of work, and business functions. Prior to joining ESPC, Melissa worked as a Director in Finance at the Pew Charitable Trusts in Washington, DC where she provided innovative solutions and delivered breakthrough results in the contracts, grants, and procurement departments. Melissa earned a Bachelor’s degree from the University of Florida and her doctorate in law from the Columbus School of Law at Catholic University. She is a member of the Florida bar.

Bryan leads the design and permitting divisions at ESPC. He began his career at ESPC as a drafter in 1998, gaining invaluable experience across all facets of the GIS and telecommunications industry. Over the years, Bryan’s drive, ingenuity, and exceptional performance propelled him to the top of the design division. Under his leadership, the division continues to grow while maintaining strong, hands-on relationships with its clients. Bryan holds a Bachelor of Science degree in Computer Science, with a focus on software development and information systems, from the University of South Florida.

Ron joined ESPC in 2005 and is responsible for the permitting division. Ron has over 35 years of experience in the telecommunications industry. He uses his knowledge and experience to manage the permitting staff who perform services that include right-of-way permits, railroad permits, strand mapping, pole make-ready and as-built mapping. Ron’s expertise allows him to effectively communicate with clients to meet their objectives. Ron routinely interfaces with multiple municipalities and numerous county and state agencies throughout the State of Florida.
